Eligibility for New Jersey License Plates
The issuance of license plates in New Jersey is handled through the Motor Vehicle Commission, and every vehicle on public roads must have valid registration. N.J.S.A. 39:3-4 establishes this basis for all residents and non-residents.
- Residency: New residents must transfer their out-of-state titles and registration within 60 days of moving to New Jersey, according to the MVC guide for new residents. The current out-of-state vehicle registration must be valid at the time of transfer.
- Vehicle: Passenger cars, motorcycles, trailers, motorized bicycles, low-speed vehicles, and motorhomes are classes that can be registered. Vehicles with salvage titles or unrepaired titles require a salvage inspection before the MVC issues license plates.
- Applicant: The registered owner must be at least 17 years old. A valid driver’s license, proof of New Jersey insurance, and a completed vehicle registration application (form BA-49) are required at the agency window.
- License Plate Categories: In addition to standard plates, the MVC offers Personalized, Dedicated (special interests), Sports, and Organizational plates. Military plates cover Air Force Reserve, Army Reserve, Navy Reserve, Marine Corps Reserve, Coast Guard Reserve, National Guard, Disabled Veterans, Congressional Medal of Honor, Gold Star Family, POW, Silver Star, Navy Cross, and Infantry Badge. Each requires an approved application through the MVC Special Plate Unit.
How to Get a License Plate in New Jersey?
Initial registration and titling take place at an MVC Vehicle Center. Appointments are mandatory; schedule one through the MVC appointment portal.
- Bring the original title signed by the seller or the Manufacturer’s Certificate of Origin for new vehicles. Proof of New Jersey insurance, a valid driver’s license, and form BA-49 complete the package.
- New Jersey does not require a pre-registration safety inspection. Vehicles need an OBD emissions inspection at a state station or licensed private facility, but new vehicles receive a five-year grace period before the first test according to N.J.S.A. 39:8-1. After that, inspections repeat every two years.
- Pay the title and registration fees at the Vehicle Center. The MVC accepts credit cards, checks, money orders, and cash.
- Two plates are issued for passenger vehicles (N.J.S.A. 39:3-33). Motorcycles, trailers, and mopeds receive one. You leave the center with plates, a registration card, and a temporary inspection card.
New passenger cars start with a four-year registration according to N.J.S.A. 39:3-4. Annual renewals begin after this term, and the MVC sends renewal notices three months before each expiration date.
How Much Does a License Plate Cost in New Jersey?
Registration fees are set by vehicle weight and model age, with no additional county tier. The base fee is straightforward; the zero-emission vehicle surcharge is where the total amount rises for electric vehicle owners.
- Passenger vehicles weighing up to 3,500 pounds cost $59 if within two model years, or $46.50 if older. Over 3,500 pounds, the fee is $84 or $71.50 respectively, according to the MVC fee schedule (N.J.S.A. 39:3-20).
- Motorcycles cost $65. Motorized bicycles cost $15.
- Zero-emission vehicles carry an annual surcharge starting at $250, increasing by $10 each year for four years. New ZEVs on a four-year initial registration pay all four years of surcharges upfront.
- Title transfer fee: $60 standard, $85 with one lien, $110 with two liens. Buyers of NJ-titled vehicles face a $25 late penalty if the title is not transferred within 10 business days, according to the MVC title transfer page.
- Personalized plates add a one-time $50 fee. Dedicated plates cost $50 initially plus $10 at each annual renewal. Seniors 65 and older and disabled individuals receive a $7 discount on passenger vehicle registration fees.
Can I Get a License Plate Online in New Jersey?
Online service covers renewals and ordering specialty plates, but not initial registration. New titles, ownership transfers, and initial plate issuance require an in-person visit to a Vehicle Center.
- Registration renewals are processed through the MVC online renewal portal at mymvc.state.nj.us. Renewals take effect immediately upon payment clearance.
- Personalized and Dedicated plates can be ordered through the MVC online services page at emvc.state.nj.us with a MyMVC user ID. Leased vehicles are excluded from online plate orders.
- Military and Organizational plates cannot be ordered online. Submit a completed application for plates requiring approved authorization (form SP-23) with a check or money order payable to NJMVC to the Special Plate Unit at PO Box 15, Trenton, NJ 08666-0015.
The MVC operates 19 Vehicle Centers statewide, from Oakland in the north to Rio Grande in the south. If the MVC portal can handle your transaction online, use it; office visits are strictly for titles and initial plates.
